Description	In this 31-page handwritten incomplete document (pages are numbered 1-30, with two pages numbered 26), Ferdinand C. Latrobe (1833-1911) reviews many of the public improvements made to the City of Baltimore during his lifetime as well as public improvements he believes still need to be made. Among past improvements he discusses the purchase of land for several municipal parks (e.g., Druid Hill, Clifton, Patterson), the widening of various streets (e.g., Fayette, East Baltimore, and Gay), and the building of bridges over the Jones Falls waterway (e.g., the North Avenue, St. Paul Street, and Calvert Street bridges). Among those improvements he believes the city still needs to make are widening of Light Street near the harbor, the removal and repositioning of the Northern Central Railroad tracts, replacement of cobblestones with Belgium block, and the paving over of the Jones Falls waterway. Latrobe says that "a city... must make improvements... otherwise it will go backward" and that Baltimore, though well positioned geographically to attract business, has to improve its roads and bridges, sewer system, and water works, or fall behind its competitors, in order to grow. (Editor's note: Since this document ends abruptly, it is thought to be incomplete. Because Latrobe makes reference to the topographical survey done by Henry T. Douglas, Chief Engineer of Baltimore City between 1893 and 1896, but does not rrefer to him as Brigadier-General, a rank given by President McKinley in 1898, it is thought this speech was given between 1896 and 1898, thus the original date of circa 1897.)
