I was invited a short time since to make an address before your association, the subject suggested was Municipal Government. This suggestion was possibly due to the fact of my having been for seven terms, about fourteen years[,] connected with the administration of the City Government of Baltimore, as its chief executive officer. I take it that on account of this fact it was supposed that I should or at least ought to know something about the subject. In what I have to say therefore this evening--I shall not be very long--I will confine myself mainly to to [sic] our own Municipal Government.
