Description	In this 5-page handwritten incomplete document, Ferdinand C. Latrobe (1833-1911) discusses the connection between public improvements, such as replacing cobble stone streets and building school houses, and public safety and gives a civics lesson on how to gain the approval of the public in order to pay for these types of improvements. (Editor's note: Because this address begins with the word "subsequently", it is thought earlier text is missing from this document, thus the address is described as incomplete. The letterhead at the bottom of page 5 indicated this paper came from Buena Vista Springs Hotel, Franklin County, Pennsylvania, a grand hotel visited by the many, apparently including Ferdinand C. Latrobe, before it burned to the ground in 1967.)
