was the
Museum's
second
director
,
serving
from
October
of
1932
through
September
of
1940
.
During
his
tenure
he
arranged
a
wide
variety
of
exhibitions
,
inaugurated
many
educational
programs
, and
delivered
countless
lectures
at the
Museum
and in the
community
. The
Museum
staff
and
board
felt
a
responsibility
to
provide
enriching
experiences
to the
community
. In an
address
to the
Hagerstown
Rotary
Club
on
December
14
,
1932
,
quoted
in the
next
day's
Hagerstown
Morning
Herald
,
Medford
expressed
this
sentiment
,
saying
" not
everyone
can
be an
accomplished
artist
but
everyone
can
learn
how to
appreciate
art
and
gain
the
cultural
advantages
which
result
from
visiting
museums
and
seeing
many
famous
works
.
I
believe
that
art
supplies
a
fullness
in the
lives
of
our
people.
"
